
Phase 3 is the development and implementation of a comprehensive conservation plan, specifically a Resource Management System (RMS) plan, through USDA's Natural Resource Conservation Service (NRCS). This whole-farm plan is a plan, not a contract, that addresses and documents resource concerns for soil, water, air, plants, and animals on land that the producer owns or has authority over. In addition to NRCS, RMS conservation plans are developed in cooperation with the local Soil and Water Conservation District covering your region. You may select from this list of local USDA Service Centers to locate your area conservationist and begin the process.
To meet the requirements for Master Farmer certification, this phase must be completed and all field practices documented that address the selected resource concerns. A producer may then apply for Master Farmer certification through the NRCS area office.
