I have two sago palms at the front of my house as the centerpiece of a decorative garden. They have gotten too tall (over 6'). Is there any way to prune them to a reduced height (3')?

No, cutting the trunks back to 3 feet will greatly damage the plants, ruin their shape and open up the trunk to decay that could kill the plants.

You could move them to a location where their wonderful height is more appropriate (these plants are quite valuable), and replace them with smaller plants.
