V.   Hubert Wilkerson discussed: “Understanding Extension”

a. Mission –.Help the people of Louisiana - both rural and urban - improve their lives through an educational process that uses research-based knowledge focused on issues and needs.

b. Organization – USDA, Cooperative State Research, Education &

Extension Service, LSU AgCenter – Cooperative Extension Service and Agriculture Research Stations and under Extension – Agriculture & Natural Resources, Foods and Consumer Science and Youth Development

c. Funding – Federal 76%, State 21%, Local 3% - which increases to a minimum of 10% per parish over the next two years.

d. Parish situation – conduct educational programs in three areas: Agriculture and Natural Resources, Families and Youth; also covers community economic development and leadership

VI. Identification of issues facing parish – facilitated group discussion. “Knowing what you do about the mission of the LSU AgCenter Cooperative Extension Service what are some of the issues facing residents of this parish that you feel the AgCenter can address through research-based educational programs?

Discussion included:

Health:

–Childhood obesity

–Handwashing

Youth:

–Responsibility – someone else’s fault

–No discipline

–No home life

–Marketing 4-H

–Need explanation of projects

–Create parish 4-H enrollment card

–Project books match classroom work

–Send out survey (without 4-H name) about interests of children – then we can say 4-H offers that

–Need leaders for projects; i.e. shooting sports, forestry, woodworking, etc.

–Computer lab is available

Agriculture:

–Grounds at Red River Elementary

VII. General conscience of the group is that we need to market the LSU AgCenter better and everything else should take care of itself.
