RULES AND REGULATIONS
Deadline to pre-register with leader for public speaking, demonstrations and talent contest: February 27, 2009
GENERAL REQUIREMENTS:
1. Achievement Day for 2009 will be held at Sacred Heart Elementary School, beginning at 9:00 A.M. on Saturday and is open to ALL 4-H club members.
2. All contests will consist of three divisions (unless stated otherwise):
Elementary (grades 4-6)
Junior (grades 7-8)
Senior (grades 8-12 or 13 years old by January 1)
3. No individual may enter more than one demonstration in each age category. No individual or team may enter the same demonstration in more than one age category.
4. Members of a team demonstration do not have to be from the same school.
5. All demonstrations must be prepared and practiced prior to Achievement Day.
6. There will be one easel and one table in each contest room. 4-H'ers must furnish all other equipment and supplies. 4-H'ers are responsible for clean-up after they give their demonstration.
7. All demonstrations, speeches, and talent must be pre-registered. 4-H Members must sign the registration sheets in order to be "pre-registered". Leaders have these sign-up sheets.
8. First, second, third, fourth and fifth places will be awarded in all contests.
9. First place elementary and junior winners will be eligible for the Evangeline Junior Winner's Trip.
10. First place senior winners will be eligible for State 4-H University (contests indicated with an asterisk (*). A 4-H club member between the ages of 13 and 19 as of January 1st, winning first place in a contest is eligible for 4-H University. With the exception of : Fashion Review- Creative Choice, Meat Identification, Nutrition Illustrated Talk-FNP, Forestry, Wildlife Habitat, Outdoor Skill Triathalon, Livestock Judging, Poultry Judging, and Dairy Judging the 4-H’er must be 14 years of age as of January 1, 2009 to compete. If a 4-H club member makes the commitment to participate in 4-H University he/she will be expected to attend scheduled trainings. A 4-H club member not attending training will be replaced by another 4-H club member.

11. A 4-H club member may participate in as many contests as time allows.
12.. Club members who have won First Place in a state contest may not again compete in that contest in the parish.
13. A club may have any number of club members participating in any contest. In team contests, the first place team in parish will be the 3 highest scoring individuals regardless of school the club members are from. Second team will be the 4th, 5th and 6th place individuals; third team will be the 7th, 8th and 9th place individuals. .
DEMONSTRATIONS & PUBLIC SPEAKING CONTESTS
All 4th - 6th Grade Demonstrations must be at least 5 to 12 minutes. All 7th - 12th Grade Demonstrations must be 13-15 minutes.
DEMONSTRATIONS
*AGRICULTURE DEMONSTRATION (4 - 6 Grade Only)
1. Open to any 4-H member.
2. Contestants compete as individuals/or team.
3. Must be a method demonstration, NOT an illustrated lecture
4. May be on any topic related to agriculture. May include: livestock and crop production, conservation of natural resources, wildlife management, marine science, poultry science, agriculture engineering, forestry, horticulture, aquaculture and apiculture (beekeeping).
*AGRICULTURE DEMONSTRATION (7 - 12 Grade)
1. Open to any 4-H member.
2. Must be a team of two 4-H'ers.
3. Must be a method demonstration, not an illustrated lecture.
4. May be on any topic related to agriculture (see list above).
*RESOURCE MANAGEMENT (ELECTRIC ENERGY) (4 - 6 GRADE & 7 - 8 GRADE)
1. Open to any 4-H member.
2. Elementary and Junior - individual or team.
3. Must be either a demonstration or an illustrated talk.
4. Can be any demo. or talk on wise use of energy. May include electricity and other energy sources such as natural gas, fuel, oil and coal when used in situations where electricity is also used.
*RESOURCE MANAGEMENT ( ILLUSTRATED TALK)
1. Open to all 4-H’ers 13 years and older.
2. Must be an illustrated talk on some aspect of electric energy, such as energy conservation, the benefits of electricity, alternative sources of electricity, maintenance and repair of electrical systems, new technology, or careers in electric energy management, conservation of the state’s natural resources, such as soil, water, energy, air, forests, wetlands, etc.
*DAIRY DEMONSTRATION - (4 - 6 GRADE ONLY)
1. Open to 4th, 5th, and 6th grade members only.
2. Contestants compete as a team or individual.
3. Must be a method demonstration.
4. Demonstration must have a dairy product as the main ingredient. This is a food demonstration.
*ENTOMOLOGY DEMONSTRATION
1. Open to any 4-H member (team of 2 boys; 2 girls; or 1 boy and 1 girl)
2. Must be a method demonstration.
3. Can be on any subject matter related to any phase of insect or entomology projects. This would include, in addition to insect control, such topics as rodent control, mite control, insecticide mixing, pesticide safety, millipede control, pest management, or sustainable agriculture.
FAMILY CONSUMER SCIENCE- (4 - 6 GRADE ONLY)
1. Open to any 4-H member.
2. Contestants compete as an individual/or team.
3. Must be a method demonstration.
4. May be on any practice relating to Home Economics. Subjects may include clothing, family life, family resource management, health and safety, housing and home furnishings, and food and nutrition. This does not include foods demonstrations. Acceptable Food & Nutrition: food storage, grocery shopping, food labeling, and menu planning.
*FAMILY CONSUMER SCIENCE (7 - 12 GRADE)
1. Open to any 4-H member.
2. Contestants compete as a team of two 4-H'ers.
3. Must be a method demonstration.
4. This does not include food demonstrations (see above).

*HORTICULTURE DEMONSTRATIONS
*HORTICULTURE GENERAL - to include any or all of the four areas of production, marketing, artistic arrangement and/or landscaping (see below: A-D)
1. Open to any 4-H member.
2. Demonstration may be a team of 2 boys, 2 girls or 1 boy and 1 girl (for the elementary and junior divisions); for the senior division, it must be an individual.
(A) ARTISTIC ARRANGEMENT - Demonstration of techniques and principles involved in the artistic arrangement of flowers and/or other horticultural materials; basically this should be a demonstration to teach or demonstrate a principle involved in the art of flower arranging. NO PLASTIC, SILK OR ARTIFICIAL FLOWERS ALLOWED: ONLY LIVE OR DRIED PLANT MATERIAL.
(B) LANDSCAPING - Demonstration on techniques and principles of that has to do with arrangement, establishment and/or maintenance of developed ornamental plants and turf around or within a home, business, or public grounds. (Growing or developing materials should be in production)
(C) PRODUCTION - Any practice that has to do with growing and developing ornamental, or turf; or growing, developing or maintaining vegetables, fruits, or terrariums.
(D) MARKETING - Operations in preparing and exhibiting vegetables, fruits, nuts, flowers, and ornamental for (l) market, (2) offering for sale to a buyer, or (3) for commercial storage.
*HORTICULTURE USE
l. Open to all 4-H members.
2. Demonstration may be a team or individual.
3. Contestants must present a method demonstration on preparing vegetables, herbs, or fruits for table use, cooked or raw or for canning, freezing, or dehydration. The final product must have horticulture product(s) as the main ingredient by volume.
*AG PRODUCTS DEMONSTRATION
1. Open to 4th - 6th graders.
2. Contestants compete as individuals or team.
3. Contestants must give a method demonstration on the preparation of a Louisiana agricultural commodity: rice, beef, sugar, wheat, poultry, Louisiana seafood, dairy, and soybean.
*AG PRODUCTS DEMONSTRATION (7 - 8 GRADE & 8 - 12 GRADE)
1. Open to all 4-H’ers 13 years and older.
2. All contestants compete as individuals - No teams.
3. Contestant must give a method demonstration on the preparation of a Louisiana agricultural commodity: rice, beef, sugar, wheat, poultry, Louisiana seafood, dairy, and soybean.
*SMALL ENGINES DEMONSTRATION
1. Open to all 4-H members. (At least 14 years of age on Jan. 1, 2008, to qualify for 4-H University)
2. Elementary and junior 4-H'ers can be an individual or a team method demonstration; senior 4-H'ers must be an individual only.
3. Contestants must give a method demonstration. Any topic relating to small engines and their many uses. (chain saws, boats, mowers, garden tractors, mini bikes, and so on).
4. NO combustible liquids are to be present or used in the presentation; and engine MUST NOT BE STARTED.
*PUBLIC SPEAKING - ANY OTHER SUBJECT
1. Open to any 4-H member
2. Speeches must be original (brief notes may be used but dependency on notes is not encouraged).
3. A penalty will be assessed to those speeches that do not adhere to the time limit. The penalty will be 3 points for each 30 seconds or a portion thereof, above or below the limit. Time limit will be as follows:
Elementary and Junior (3-5 minutes)
Senior (4 -7 minutes)
4. Visual aids and/or props are optional.
*PUBLIC SPEAKING - COOPERATIVES
1. Open to any 4-H member.
2. Speeches must be original and must be on and in favor of cooperatives. (Brief notes may be used but dependency on notes is not encouraged.)

*NUTRITION ILLUSTRATED TALK FNP
1. Open to 4-H members from any FNP school. (All Evangeline Parish Public schools are FNP schools).
2. Must be a team of two 4-H’ers.
3. Must be an illustrated talk, not a method demonstration, promoting good nutrition.
4. Talk must be between 10-15 minutes.
5. No actual food items may be used.
*PUBLIC SPEAKING - SOYBEAN ILLUSTRATED TALK
1. Open to any 4-H member.
2. A 5-8 minute illustrated talk will be given on soybean related topic
3. The use of visual aids is encouraged.
4. First place winners in the elementary and junior divisions will be eligible for the Evangeline Awards Trip.
5. Parish senior winner will be eligible to compete at 4-H University.
*ENVIRONMENTAL THREAT RESOLUTION (7- 12 GRADE)
1. Open to any 4-H member.
2. A 5-7 minute informative and persuasive presentation on environmental situations such as: the dead zone in the Gulf of Mexico, depletion of major aquifers in Louisiana, wildfire potential in Louisiana forests caused by hurricanes Rita and Katrina, environmental threats important to you and your community.
*CAREER PREPARATION INTERVIEW
Elementary Division (4 - 6 Grade )
1. Open to all 4-H members.
2. Boys and girls will compete separately.
3. Contestants have a short interview with a judge. Contestants must know the occasion for which they selected their outfit and why they picked this occasion. General appearances, cleanliness, manners, and poise are also factors for consideration in judging the contestants.Know a little about these factors.
4. Know what YOU had to do in order to feel well-groomed.
5. First place winner will be eligible for the Evangeline Award Trip.
Junior and Senior Divisions - (7 - 8 Grades) (8 - 12Grades)
1. Open to all 4-H members.
2. Boys and girls will compete in the same category.
3. Contestants have a short interview with a judge. They will be interviewing for a job they would like to apply for (whatever it may be) and wear appropriate dress for an interview. General appearance, cleanliness, manners, and poise are also factors for consideration in judging the contestants.
4. 8th - 12th GRADE PARTICIPANTS ONLY: A short resume' must be filled out so the judge may have a better idea of your job qualifications are, the job title and so on. This resume' will be available on the day of the contest.
5. 7TH - 8TH GRADE PARTICIPANTS: Use guidelines from the resume (available from 4-H Office) to prepare yourself for the interview. You do not have to fill out a resume. General appearance, cleanliness, manners and poise are also factors for consideration in judging the contestants.
6. First place junior winner will be eligible for the Evangeline Awards Trip.
7. First place senior contestants will be eligible to compete at State 4-H University.
PROJECT CONTEST
*ANIMAL SCIENCE
a. Open to all Elementary, Junior and Senior 4-H Club members.
b. Contestants will be required to take a written exam with information obtained from 4-H Livestock Project books.
*SIX EASY BITES
a. Open to ONLY 4th - 6th grade members.
b. Contestants will be required to take a written exam with information obtained from 4-H Six Easy Bites Project Book.
*DISCOVERING 4-H
a. Open to ONLY 4th-6th grader members.
b. Contestant will be required to take a written exam with information obtained from the Discovering 4-H Project Book.
* DOG/PET CARE
a. Open to all Elementary, Junior, and Senior 4-H Club members.
b. Contestants will be required to take written exam with information obtained from the 4-H Pet Care Project Books.
* ELECTRICITY
a. Open to all Elementary, Junior, and Senior boys and girls.
b. Contest will consist of two parts:
1. Written exam- Consist of 10 or more questions taken from 4-H Electricity Project Book.
2. Identification - Contestant will identify wire size and type.
*ENVIRONMENT
a. Open to all Elementary, Junior, and Senior boys and girls.
b. Contest will consist of two parts:
1. Written exam - Consist of 10 or more questions taken from 4-H Environmental Science Project Books.
2. Identification - Contestants will identify environmental issues.
* FORESTRY CONTEST
a. Open to all Elementary, Junior and Senior 4-H Club members.
b. Contest will consist of two parts:
1. Written Exam - Will consist of 10 or more questions taken from 4-H Forestry Project Books.
2. Identification - Contestant will be required to identify by common name 15 native trees from leaf, twig or fruit specimen.
c. Study material available at 4-H Office.
* HORTICULTURE IDENTIFICATION CONTEST
a. Open to all Elementary, Junior & Senior 4-H Club members.
b. Identification - Specimens composed of vegetables, fruits, nuts and woody ornamentals will be identified. Plant parts, characteristics of the plant may be used to represent specimens to be identified.
c. Study material available at 4-H Office.
* INSECT IDENTIFICATION AND STUDY
a. Open to all Elementary, Junior & Senior boys and girls.
b. Contest will consist of two parts:
1. Written Exam - Consist of 10 or more questions taken from 4-H Insect Project books.
2. Identification - Contestant will identify at least 15 insects by common name and/or orders. The insects will be those of economic interest to our parish.
c. Study material available at 4-H Office.
* MEAT IDENTIFICATION
a. Open to all Elementary, Junior and Senior. boys and girls.
b. Contestants will identify at least 15 cuts of meat as to:
1. Retail name of cut.
2. Type of animal that the cut comes from (beef, pork, lamb)
c. Study material available at 4-H Office. Visit grocery store meat department.
* MACHINES CONTEST - PARTS IDENTIFICATION
a. Open to all Elementary, Junior & Senior boys and girls.
b. Contestants will be required to identify machine parts.
c. Study material available at 4-H Office. Visit tractor dealership parts department.
* PLANT SCIENCE CONTEST
a. Open to all Elementary, Junior and Senior girls and boys.
b. Contest will consist of two parts:
1. Written Exam - Consist of 10 or more questions taken from 4-H Plant Science Project Books
2. Identification - specimens of seeds, weeds and/or field crops of economic interest in our parish.
*CONSUMER FOODS JUDGING
a. Open to High School 4-H’ers.
b. Contest will consist:
1. Written exam - 10 questions from the Food Guide Pyramid.
2. Judging - Contest will judge 2 or 3 classes of food items.
*COMPUTER
a. Open to all Elementary, Junior and Senior boys and girls.
b. Contest will consist of two parts:
1. Written exam - Consist of 10 or more questions taken from the Computer Project Book.
2. Identification - Contestant will be required to identify computer parts.
*HANDICRAFT
1. Open to all Elementary and Junior 4-H Club members.
2. Articles must have been made since May 2008.
3. One CHAMPION HANDICRAFT EXHIBITOR will be selected for the Junior Winners' Trip.
4. Each article must have a label attached (one for each article) securely. These labels can be obtained from your leader or from the 4-H Office.

* 4-H HAS TALENT:
1. Three Divisions: (4-6 Grade) (7-8 Grade) (8-12 Grade)
2. Individual and/or team
a. Grades 4-6 & 7-8 - Team no more than FOUR .
b. Grades 8-12 - One to eight members competing either as an individual or as a group.
3. Five placing in each division.
4. Top three from each division will perform before awards program on Achievement Day.
5. Time limit for each performance (3-5 minutes for grades 4th - 6th & 7th -8th) (7 minutes for 8th - 12th).
6. Pre-registration is required
7. Music, costume & act should be perform in accordance with Evangeline Parish School Board guidelines.
8. Participants must provide own music, equipment, etc. needed for you to compete.
9. Judges’ decisions are final.
