Homeowner Construction Representatives
Home construction and substantial remodeling can require more time and energy than many of us can manage. The concept of hiring someone to represent you, the homeowner, dealing with the day to day activities and interfacing with the contractor is a good one. It is something you may consider, with or without the special designation.
As part of The Road Home program effort to meet the perceived need for homeowner construction representatives, a job classification and registration was created in Louisiana called "Homeowner Construction Representative." Homeowner Construction Representatives (HCRs) would be required to pass the state contractor licensing exam but would not be required to carry contractor insurance. Homeowner Construction Representatives are allowed to list their services and their designation in the Rebuilding Registry.
A handful of individuals passed the exam and were listed on the state licensing board's web site. However, there was uncertainty about what other requirements had to be met. The result was that the program was never fully implemented.
The State of Louisiana Licensing Board for Contractors continues to show the list of people who met the requirement of passing the state residential contractor licensing exam. On the LSLBC site, see "Verify Homeowner Construction Rep. Testing."
