Phase II, The Second Five Years
The LSU AgCenter and EPA Region VI will conduct a series of 3 workshops across the state to help officials and consultants develop Stormwater Management Plans and make sure that the ones they have will fulfill the requirements of the new Stormwater Permit. More than 100 municipalities or parishes in Louisiana have Phase II Urban Stormwater Permits, which require them to develop measurable goals in six areas to reduce the loadings to streams from urban areas and to develop a Stormwater Management Plan detailing how they will use these programs to manage their storm water runoff.

How do you measure your progress toward achieving those goals?
How detailed should your Stormwater Management Plan be and how do you fit the goals of the mandatory programs within the plan?
How do you incorporate the water standards for the streams in the area in this planning?
A number of streams and estuaries in Louisiana are considered polluted from urban runoff. As part of the Clean Water Act, the U.S. EPA is required to require urban areas over a certain size to develop and implement storm water protection programs in six areas to reduce this pollution. The required areas are:
Public Education and Outreach
Public Involvement/Participation
Illicit Discharge Identification and Elimination
Pollution Prevention/Good Housekeeping for Municipal areas
The permitees also are required to have enforceable ordinances to enforce the Construction Stormwater and Post-Construction Stormwater regulations in place nationwide.
The workshop will be held at three locations to provide easy access for all of the affected entities needing to attend.
The sessions will be held
March 17 in the auditorium at the Louisiana Transportation Research Center on Gourrier Lane in Baton Rouge (click here for map)

Registration for all sessions will begin at 8 a.m. The workshops will begin at 9 a.m. and end at 4:30 p.m. Lunch will be furnished.
The training will be conducted by Ms. Thea Lomax, EPA Region VI Enforcement Agent for Louisiana and Arkansas, and Dr, Rod Hendrick, Water Quality Specialist with the LSU AgCenter.
